**Short answer:** a Kundli without a verified birth time can still provide useful planetary sign, Moon sign and Nakshatra context, but Lagna, houses, divisional charts and house-based timing must be treated as uncertain. A responsible reading separates calculated facts from traditional interpretation and tells you what could change if the birth time moves by a few minutes or hours.
What remains useful
Planetary positions in signs are often stable across a day, especially for slower-moving planets. The Sun, Mercury, Venus, Mars, Jupiter and Saturn can therefore provide a broad picture of themes such as communication, values, initiative, learning and discipline. Rahu and Ketu should still be read with the report's stated node mode because True Node and Mean Node are different calculation choices.
The Moon is more time-sensitive than the other planets. If it stays in the same sign and Nakshatra across the plausible birth-time range, Moon sign and Nakshatra-based reflection can be useful. If it is near a sign or Nakshatra boundary, the report should say so rather than presenting one result as certain.
Vimshottari Dasha uses the Moon's Nakshatra and its remaining arc. D9 (Navamsa), D10 (Dasamsa) and other divisional charts depend on the exact Lagna degree. Without a reliable time, these are better treated as unavailable or provisional.
